How does Power Ratings work in FOF?

I playing a season and 14 games completed

And it shows one team in the national conference rank 2nd in power ranking but its record is only 5-9. There in last place in there division and out of playoffs.

this makes no sense.

I am not sure. I know that your starting roster affects it and I believe winning streaks and losing streaks play a part as well. But I'm not sure.

Power Ratings Screen

Use the Power Ratings Scrren to view the power ratings for the league. These become more meaningful as the season progresses.

The power ratings are based on System 305, developed by Solecismic Software for use with college and professional football. Each team is compared to every other team in the league based on results of past games.

Teams are analyzed based on the score of each game, though there are diminishing returns for larger margins of victory. Strength of schedule is very important in this rating system. The point spreads assigned to each game are largely based on these ratings.

The Power Ranking is a snapshot of each and every teams for one particular week.
It is very possible that, although they are 5-9 and already eliminated from the Playoffs, this team is actually one of the "hottest" at that particular moment in the season and so FOF ranks them high in that week's Power Ranking.

For example : I remember the 1991 San Francisco 49ers who ended up 10-6 and did not make the Playoffs that year because they had a lot of early losses (when Steve Young missed a bunch of games at about mid-season). Still, the media believed that by the end of the regular season, they were the NFL's hottest team (they had closed on with a winning streak) and would have gone to the SuperBowl for the NFC had they qualified...

I have also noticed that it fluctuates dramatically when the starting line up is monkeyed with. Which makes the rating somewhat useless.
