Is there anyway I can tell Excel to dispaly a number for a color?
For example I want:
1-5 to be in black
6-10 to be in blue
11-15 in yellow
16-20 to be in red
Also can I have it read a number in a cell and then update then display a color depending on if the number increased/decreased?

Yes - under the conditional formatting. Format > Conditional Formatting. Let me know if you need more details.
I can't help with the second part.

Problem is conditional formatting only allows for 3 different groups. I had a very similar problem a while back where I wanted 4 or 5 groups and the consensus on newsgroups and message boards was that a macro was best.

Yes, you're right. I've been using it at school to highlight the top 3 results in a class test but I forgot that there was that limitation. My bad.

How would I write the macro?
Also if I know what data the cell is in, is there any eaiser way to say copy the data in cell A:1 to cell F:5 ?
Edit: Answered the question

It took me a couple of days after hours of searching to get a straight answer on that question when talking to newsgroups so I figure best to pass along so others didn't have to share that pain :)
