If this passes (and who knows if that will ever be) first time athletes caught with a positive drug test are suspended two years. The second time you're caught you're banned for life.

Would that mean that Steve Howe would have been banned for 7 or 8 lifetimes?

They would probably just pass the suspension on to his kids and grandkids.

I believe this is only for performance enhancing drugs. The other ones are still "governed" under the old rules

Did anyone see this little gem that's part of the proposal?

The legislation offered by Davis allows for reduced penalties if a player can prove in an appeal he didn't know he was using a prohibited substance or if he were to provide information on someone else violating the drug policy.

So let me see if I've got this straight - we're going to give players an incentive to rat each other out? What's to stop a player from claiming another guy is on some kind of HGH which passes quickly through the system and is very difficult to detect?

And for the first part, what's to stop a player from doctoring a legal supplement to claim to try and prove that he didn't know he was taking anything illegal?

This thing is pock-marked with loopholes and poor logic and is nothing more than a granstanding play by these Congressmen.

I generally have a lot of respect for him, but I think this proposal is complete garbage.

Saw that last night. Y'know, if I'm, like, George Steinbrenner, I pick up a fringe kid who's been in the Boston minor league system, sign him, and offer him a couple million bucks under the table to basically throw his career under the bus. Get caught, and then under this bill, say "Hey, there were a coupla guys on the Red Sox who were using..."

Worst case, you throw the other team into turmoil, and best case, you nuke a part of their team at really very minimal cost.

The 'narc' provision...creative, but a terrible idea.

Congress needs to go write some bad checks or something. We don't pay them to regulate pro sports.

Does the federal government even have the authority to do this? I could see with baseball because of the whole antitrust exemption, but the other sports?

And how exactly are you supposed to prove that you didn't know something?

And wouldn't it make a lot more sense for the FDA to actually regulate dietary supplements?

And I won't even touch the McCarthy-esque rat out your teammates thing.
