Can u when making leagues choose the number of teams u want to be in league? I know some other football sims require 32

No, it's a full NFL sim only.

yeah, for some reason the Expansion option available in previous versions of FOF was removed for FOF2004

I thought jim said something about it was a large task to make the new game engine have expansion teams. somewhere in an FOF4 q&a there was a response to that subject.
