VPN/LAN question

Ok, we have two separated areas by independent internet connections and they want to be able to share a file between the places. They can't get the same internet connection and it's too far to make a wireless connection that they could share.

We're looking at a bunch of VPN software, but none of them are doing the trick yet.

Any ideas?
