Thats what happens when the commies can't produce enough power. Also the reason South Korea offers to send NK power during the nuclear talks.

Is that light centrally located? Or does each dot basically represent a stand alone city? It's wierd to see dots in the middle of South America, Australia, and Africa and even Asia.
