I know you're interesteed in horse racing and would especially like a management type game. Roogames recently released Sport of Kings and it sounds like it may be what you're looking for. They're a British company, so it will be Anglo-phied, but may be a worthy diversion for you.
FWIW, I bought 2nd and 10 (their NFL football replay simulation) last year and I've been quite satisfied with it.
