State regulation? Cause we have hot syrup in PA.Not sure. When is the last time you went in PA? They just took it away here some time in the last few months. Last time I went, they had it. Today it was gone due to government interference.

I work at an IHOP type place, and we definately have hot syrup.

I can hear the conversation now...
Manager: Hey Suzie
Watress: Yeah boss
Manager: You see that Hootie looking fellow at table three
Watress: Yeah, what about him?
Manager: He stole my inflatable pengiun and did indiscribable things to it. Tell him we don't have hot syrup, and maybe he'll go away.
Watress: But what if that doesn't work?
Manager: Well, then we'll have to serve him the "special sauce."

Just a thought (or two) here:
1) Presumably the concern is with burns to customers from overheated syrup.
(nobody yell at me, I'm not justifying it, I'm just trying to answer Jeff's question)
2) It isn't unheard of around Atlanta for restaurants to blame "government regulation" for what actually turns out to be store/company policy. Unless they showed me the regulation, including annotation that allows it to be researched OR you get the word straight from the health department, I think I'd reserve blame on this one for now.
Over the years, I've been lied to by restaurants more than I've been told the truth.

This was my first thought. And its not just Atlanta, and not just restaurants.

Over the years, I've been lied to by restaurants more than I've been told the truth. Why couldn't it be both. Some jerkoff sued the company because he burned himself on syrup and now there's a regulation that doesn't allow hot syrup. I gotta say, I'm liking this litigous society less and less each day...

But don't make the mistake of assigning the blame for a company changing policy as a result of, or in fear of, losing a lawsuit on the generic "government." Yes, trials take place in public courthouses, but in a ridiculous tort win IMO, most of the blame falls on private citizens - a plaintiff lawyer, and 12 misguided jurors, rather than the ominous "government."
I sincerely doubt that the dept. of health made it illegal to serve heated syrup in Tucker. I imagine that this was a policy change that was spurred by actual/potential legal liability and inaccurately related somewhere between corporate (or perhaps even individual restaurant) management and the server explaining it to Ben.

Who does the blame then fall on that our social contract has gotten so complicated that it takes 8 years of higher education to even get a basic grasp on a couple of specialized areas of law? Never mind that the rest of the people, many of which aren't nearly that smart, and many who are but don't have that training, all have to live under this same law? Does no one see the inherent flaw in that? I gotta start with the lawyers who run the show up in Washington who have made it their job to make sure that the legal system keeps getting more and more complex. Nevermind individual lawyers and how they have a vested interest in making the system more complicated.

A legitimate enough question I suppose, albeit one that's probably a little heavier than the standard fare at IHOP ;)
Religious differences aside, more & more I'm beginning to believe that Joseph de Maistre was essentially correct that "Every country has the government it deserves."
I believe that the complicated legal system you describe & decry exists more than anything else because that's the one that people deep down really want.
I see little to indicate that, on the whole, people want a system that's fair, efficient, or logical -- the masses want a system that provides them a chance, however minute, to hit the judicial lottery, to get rich quick without doing much work.
That's why it's a convoluted mess a lot of the times, because if it were logical, rational, or reasonable, the chances of "getting mine" would be diminished even further.
