Just saw this in the most recent EGM with FF7 of the cover(that looks good too), but this review was under the wrap up for a game called Rebelstar: Tactical Command. It looks to me from all the screens and what not to be basically the same as x-com with different characters and an actually storyline. The review stated: "If you like your tactics tense, pick this one up. It's by the creators of PC classic X-Com." Note, its for GBA only, which is interesting as the graphic levels are strikingly similar to the origial PC game...it does have a multiplayer function though.
Here is the game's website (http://rebelstar.namco.com/)
Rebelstar: Tactical Command for Game Boy Advance - 7.8
Though it lacks the base-building and economic concerns of its ancestor, Rebelstar delivers in a big way with a lengthy, engaging campaign married to an elegant turn-based combat system. - Bob Colayco

Sounds to me like its all the combat missions without any of the base running if im not mistaken, but it sounds like it could be real good for all those x-com fans here.
