Editing TCY and FOF for Fictional Country

Exactly how I would go about this?

I'm planning on running a multi-sport dynasty based on a fictional country, but I'm not quite sure how to customize TCY and FOF to do that.

My guess is that you would have to change the cities and the pics that are the state maps.
