Yeah, I can still upload my file, but nothing else seems to work. So much for the draft.

It's been pushed back 2 hours, but I assume it's going to go back even further now.

Things have now been pushed back 3 hours.

Right now, though, draft database and forum are back up and running. The draft is under way again.
