This is an idea I have been kicking around for awhile. I have no real sense of how easy or difficult this will be for the board. Or even if there will be any interest, but it's been a pretty slow Friday afternoon so I figured what the heck. Below is an encrypted message that I created. Well, random observations:
TT appears twice... looking quickly I don't see any other doubles at all...(oops, now I see an ff in the third and seventh rows... but there seem to be rather few doubles)
The only appearance of capital-Q is followed by a lowercase-u, but that may be coincidence

If this is a simple cipher (I have my doubts) then what would be the most likely doubles? EE? OO? TT? LL? SS? DD? BB?

Okay... so it looks like the universe of characters being used is, perhaps:
lower case letters (26)
upper case letters (26)
numerals (10)
equals sign?
That makes 62 or 63 different characters... tough to see how that is easily mapped onto something that makes much sense.
Maybe a mod(x) calculation is needed here?

The '=' sign is kind of a weird choice of characters. Could this suggest some type of keyboard offset rule or something?

Eh. Not liking numbers as punctuation. The 9 and 8 together, coupled with no number at the end lead me to believe that numbers don't represent punctuation.

On a keyboard system, though... if you're going to use =, wouldn't you also expect to see - show up, at the very least? (The minus sign is to the immediate left of the equals sign)
Just devil's advocate stuff... I'm not even sure I follow what you mean by keyboard offset, just offering that obsearvation...

Each line has exactly 26 characters across... that seems like a suspicious coincidence. 25 would have made more sense if it were just blocked off randomly.

I found a lower case a, but not an upper case A, so I don't think all 26 letters are represented in upper and lower case.

EDIT: Or perhaps instead of simple substitution, a 'substitution + x' where x is some shift.

I am thinking that each line is a puzzle unto itself -- and that something like this is in play, where the first leads to the second and so forth. The 26 has to be germane, too, I'd think,

Also, not sure if it means anything that there are 50 characters used total. If everything needed to break the code is in there that means there are enough characters for the real characters and the ones they represent (assuming not every letter is used).

f is the most common (considering capitals and non-caps as different letters) with 12 appearances.
j has 10 appearances.

I expanded what I did before. Below the original data are the characters in the message in alphabetical or numerical order. The top row contains all of the lower case letters, the next row is only upper case letter and the last row contains the numbers and equal sign.

Some random thoughts:
There are 208 pieces of the key and 63 potential choices (A-Z, a-z, 0-9, =) for each piece. That leads me to believe that several pieces are used to encode each letter in the puzzle.
208 is divisible by 2, 4, 8, 13, 16, 26, 52 and 104. The most likely grouping is one or two letters encoded per line, but it's possible that the line breaks are a red herring and 4 or 8 pieces are used to encode each letter.
It's also possible that there's special significance that each line happens to be 26 pieces long. But that brings us back to a 1-for-1 encoding of some sort, which is unlikely given the number of choices for each piece.
The = sign and the use of the numbers seem to signify some sort of keyboard puzzle. The lack of other punctuation and the use of capital letters leads me to believe that should only be investigated as a last resort.
However, the = sign is unusual, and probably a good starting point to test possible solution keys.
The use of capital letters is very odd. Why are they different from lower-case letters? Looking at an ASCII table, I don't see any reason why that would be justified. First and foremost, we need a hypothesis as to what would be the difference between a capital letter and a lower case letter. The capitals seem randomly inserted in the code, which seems to defeat the idea that they are spacers or triggers of some sort - especially since they are doubled in places.
Because the pieces are laid out in a rectangular grid, we can't rule out some sort of graphical puzzle. Though usually with graphical puzzles, there's an associated piece used as a key.
In other words, I got nothing.

I will warn you now. Given the amount of thought that has gone into this the resulting message is going to be a let down. Not that the content of the message is at all the point, but none the less if anyone is expecting anything interesting lower your expectations.
I received a PM asking me to give a hint. Before I did that I just wanted to see if more or less the majority wanted a hint. For what it is worth I quite impressed with the different ways you guys have attacked this so far.

I tried putting it in Excel and looking for some type of symmetry. I could find none.
I don't think the resulting message would be a let down. As far as solving it, it may be one of those "doh!" moments.

If the messages is something alone the lines of "I cant believe you guys wasted your time" ill be dissapointed, but this has challenged me and i like that...im still pretty much at square one as finding the answer...i have theories out the wazoo, but nothing has clicked yet.

My read from this is that the "code" is simpler than the sort of things we have been considering.

I really like the idea of line 4 being the cipher's key. I had a thought about it being something about how many charcters to skip when counting but the first four lettets worked out to TOIT which while forming two words doesn't make sense.

Ok I think the biggest problem I have seen to your approaches so far is most of them seem to be assuming a one to one substitution with existing characters. Most encryption ciphers add unused characters to the message. You should be looking for a way to remove some of those characters.

I guess maybe it is because I know the answer that this seems so simple to me, but I am kind of surprised no one ever got this. Again I am bored so I figured I would ressurect it and see if anyone had an interest in taking another crack at it. Below are some quoted thoughts that were heading in at least somewhat the right direction.
Eh. Not liking numbers as punctuation. The 9 and 8 together, coupled with no number at the end lead me to believe that numbers don't represent punctuation.
Each line has exactly 26 characters across... that seems like a suspicious coincidence. 25 would have made more sense if it were just blocked off randomly.

The above isn't correct, but is thinking in the right way.
Along the substitution + shift line, could the numbers identify a changing shift in the substitution?
It's also possible that there's special significance that each line happens to be 26 pieces long.
However, the = sign is unusual, and probably a good starting point to test possible solution keys.
My read from this is that the "code" is simpler than the sort of things we have been considering.

It is a zero. However in this particular case it is just a filler character. Changing that character to any other character would not change the message.

No, but translated letters that are capitilized should remain so.

I'll wait to answer this question if the other clues do not help. I will say though that the message has fewer characters than are contained int he block of code.

Things that I have tried...
Looking at various ways to eliminating pieces of the code using prime numbers, using the numbers given in the encryption (this was my problem with the "zero" in the encryption), using the "=" signs as three equal equations that are understood to have missing multiplication signs between the variables. The problem with these methods beside not producing any results is that none of the methods made use of the encryption having 26 characters per line.
So with 26 characters per line, I tried writing the alphabet from a to z above the encryption and then eliminating every character in a column that did not match the key. I then tried rotating the key by one letter ( bcdef...xyza) and again eliminating every character in a column that did not match the key. I went through all 26 keys (next (cdef...xyzab), then (defg...xyzabc), etc.), and no clear message was visible to me using any of the 26 keys. I tried to look for a key in the encryption to use, but since every line has a number which I don't think should be part of the key and since every line has a repeated letter I couldn't find a 26 character key in the encryption.
That's it for me... :(

I think you guys are making this into a more complex cipher than it really is. The rules for decrypting the message is in the scarambled text. A few more hints and then I guess I will just give you the answer. :)
There are two steps to decrypting the message. The = signs are absolutely a key to one of the steps. No one has figured out what they mean yet. The following quote was getting close though:

You need to figure out how to eliminate the unused extra characters. An example of how to do that is in the code.
