I am not sure if this is a trend throughout the U.S. but in NYC, I am seeing more and more guys going to work with the top three buttons on their shirt unbuttoned exposing their chest hair.
IMO there is no place for exposed chest hair at work. If you want to let it loose like Hassellhoff on your free time, that is up to you, but please button it up at work.
Is anyone else noticing this trend, and if so, does it bother you.

I'll ignore the fact you are noticing this and just say that I don't think this fairly common overall.

Speaking as somebody who can't get his shirt buttons to STAY buttoned at work (granted, it's a retail wage monkey uniform with ONLY three buttons near the collar), let me assure you it isn't always intentional.

I'm much more of a fan of women with their top three buttons unbuttoned. Now that's hot.

Compared to some guys chest hair? Yes.

What about Oprah Winfrey with chest hair? What about then?

I'd have to pass on that.

I thought three buttons undone was normal in NYC, along with pinky rings. Like some kind of uniform.

Three buttons undone is becoming the norm in the social setting, however it just disturbs me that it is becoming a trend at work as well. If you are going to go without three buttons, at least have the common courtesy to shave your chest hair.

0 buttons undone - uptight freak, watch him close, he's the guy to fear
1 button undone - normal guy, somewhat conservative in his dress
2 buttons undone - normal guy, a little more liberal and willing to express himself through clothing. Possibly gay.
3 buttons undone - this guy thinks he's the cats ass, and likes to have sex with women in a very uncomfortable place. Possibly Italian.

I can't help it. My damned pecs are just too fraking muscular. Those buttons can't take the strain.

Howabout chest hair that curls OVER the top of the buttoned up shirt. Now that is dead sexy.

I have taken it another step and just regularly go into the office bare chested. Just in case I happen to work with any of the women Coug has been running into around here.
