The manual says that you can allow the Assistant Manager to handle player contract renewals. Does that mean they only address players that already exist on the team, or will they send out Scouts and/or make suggestions for transfers?

Only players on that squad (you have to check it seperately for the main squad, the Reserve, and any youth team)

I see where you select the options to have the Assistant run the lower league teams. So that answers my first question.

Now... the bigger question is, since I'm not really familiar with most of the players on the other teams, will the Assistant also help with Scouting and/or transfers from other teams?

No, that's what your Scouts are for. You are responsible for assigning them to go on scouting trips and then they report back to you about what they find.
