WASHINGTON (Reuters) - A screaming intruder was subdued at gunpoint on the White House grounds on Sunday while President George W. Bush was at home.

The bearded man, unarmed and wearing a ragged T-shirt that said "God Bless America," scaled the White House fence and ran onto the front lawn, waving his arms and yelling "I am a victim of terrorism," before Secret Service officers chased him down.

Secret Service spokesman Eric Zahren described the suspect as "someone known to us ... who has jumped the fence in the past."

Bush was in the executive mansion at the time, having returned several hours earlier from morning church services followed by a mountain-bike trek.

A dozen members of the White House emergency response team, some crouching with guns drawn and one holding a barking dog, surrounded the intruder on a patio near a row of cameras used for television broadcasts.

He at first ignored orders to get down on his knees but then complied and was quickly handcuffed and led away.

Reporters were briefly confined to the White House press quarters while police checked the area near the front gates.

"No weapons have been found," Zahren said.

The incident lasted just a few minutes. The suspect's name was not released.

There was also no immediate word on how he got past White House security. The fences are heavily guarded on both sides, with police on foot, bicycle and motorcycle patrolling the front sidewalk.

It was the second major security incident at the White House in little more than two weeks.

A man was arrested on March 22 after throwing an object over the fence and triggering a bomb scare that closed down the front gates. No explosives were found. The Secret Service said the man had tossed suspicious objects over the fence before.

FALLOUT FROM MENTAL HEALTH NEGLECT REACHES HIGHEST LEVELS

Following decades of Republican-led neglect and "reform" in mental health services, a disturbed homeless individual today was apprehended today on the grounds of the White House.

The crisis of the homeless have been skyrocketing for decades, tracing back to statements by President Ronald Reagan that "some people, for whatever reason, simply choose to live on the street." Meanwhile, expert analysis has indicated that the burgeoning population of those living without proper shelter have coincided directly with the slashing of federal and state funding for institutionalized servcies for the mentally impaired. Since the Reagan Administration, presidnets including George Bush Sr. and George W. Bush have been documented as reducing federal support for stability and habilitation programs for the mentally troubled. None of the Republican presidents have supported the called-for $300 billion anti-homelessness legislation called for by numerous relief orgaqnizations.

Whether the unnamed individual was subject to unlawful battery and detention at the hands of law enforcement officers was not known at press time.

To date, the White House has not yet announced a blue ribbon investigative panel to search into the incident.

Washington DC - The White House today faced further embarrassment following the revelation that no weapons of mass destruction have been found on a crazy homeless man.

"No weapons have been found," White House official Eric Zahren was forced to acknowledge.

The possibility that the man could have a weapon was among the primary motivating factors behind the administration's decision to deploy security to the area. Yet even as Bush officials were admitting that weapons would not be found, security personnel remained at the scene well into the afternoon, prompting questions as to whether the administration has an exit strategy.

A mid-afternoon rally by peace activists was planned outside the White House. A large "No Tackling for Oil" banner could already be seen nearby, and beloved actor Sean Penn was scheduled to speak on the subject of his previous visits with the crazy man.

"We can't undo the mistakes of the past," Sen. John Kerry told gathered reporters. "But we can take action now. President Bush, bring those security guards home!"
