Most are tools, with the rare exception of those like Pirate Captain (http://www.wral.com/news/4378301/detail.html).

His tenure is almost over, and it was pretty disapointing. The rest of the student government tight-asses couldn't stand him, so they spent most of their time trying to do things like ban the wearing of "pirate themed regalia" at student government meetings.

So, a guy decides to show a bunch of student government types that they take themselves way too seriously. And, of course, they take themselves way too seriously to get the joke. And manage to do nothing for a year because they spend all of their time and energy fighting a pirate.
