Do quarterbacks all mature differently and different rates? Have you guys had any quarterbacks acheieve their full potential in a longer period of time with out injury? I know about the importance of playing time and playing well, but have you guys ever seen a quarterback just stall out in their development?

I think this happens with all positions.

Absolutely. In fact I did a study one time to measure the effectiveness of mentors, it proved the variable rate of growth more than it proved the exact impact of mentors.
