You write up a teaser and have your agent send it to the networks to see if any of them bite.

If you want to copyright it first that couldn't hurt. As for the agent depends on who you can get, but most agents do work on commission. Of course to get an agent you might have to do a lot more then the above so that they can see your talent.

Also - having an idea doesn't guarantee that you'll be able to find a decent agent to pick it up. At least when it comes to novel writing, I know most of the good ones are as busy as the publishers, and aren't always open to unsolicited material.
There are probably some books that might help here - I know the Writer's Guide is a good resource for finding contact information for agents and publishers - not sure if they have stuff for TV screenplays, etc. But you might wanna browse the writing section of your local Barnes and Noble.

I'm not sure about all the ins and outs of this stuff, but it is basically mandatory to have an agent for this kind of thing. Also, I would never send out a manuscript or anything similar without getting it copyrighted first.

FWIW, something is "copywritten" when you write it down. You can register your copyright with the US Copyright Office, which shifts the burden of proof in case there is ever litigation over your material.
You don't necessarily have to have an agent at this stage of the game, particularly if you just have an idea. You want to look into development companies, who work with you to develop the idea and pitch to networks/production companies.

Are you gonna revolutionize the way some people don't watch reality TV?

i emailed the entire premise to my friends, so per google it's been timestamped. i'm sure that helps (a bit).
you should work on a sitcom or drama, not the dying genre of reality tv

That is a great teaser. The main course involves a 5/8ths drill bit and sprinkle of romance.
