It means the House voted overwhelmingly to prevent entities such as banks, credit cards, etc from permitting folks engaged in Internet gambling from using said entities to fund such activities.

If H.R. 4411 passes the Senate in unaltered form, you won't be able to use your VISA on PartyPoker.

Just for example.

EDIT: I guess the idea is "well, gambling is already illegal in most states, so rather than pass additional statutes to outlaw illegal gambling, we'll just attack the support structures. If users can't legally get access to funds online, how will they gamble?"

Workaround coming in 3, 2...

This bill actually would effectively prevent the major work-arounds used today (namely, Neteller). Most gambling sites already prevent payments from credit or debit cards, and so you have to use a site like Neteller or Firepay as a go through. If this legislation passes the Senate and is signed into law, you would likely have to open an offshore bank account and deposit through it to gambling sites.
