What is up with the "smudges" on Mac OS skin?

There are these little black spots, which can best be described as smudges, which suddenly started appearing for me behind the USER CP FAQ Member List etc area. Anyone else have this? It's rather annoying.

Honestly at first that's what I thought it was. Until I scrolled and they went away :)
