Foster Boy Dead; Foster Parents Charged With Involuntary Manslaughter


David Carroll and Liz Carroll have been arrested on involuntary manslaughter charges.

A live-in friend, Amy Baker, has also been charged.

Marcus Left In Closet

The prosecutor said that on Friday, August 4, the Carrolls went to a family reunion in Williamsburg, KY, while Marcus was left at their home in Clermont County in a closet and died.

When the Carrolls came back on August 6, Marcus was dead, police said.

Marcus' body was then taken by David Carroll and incinerated in Brown County, police said.

The Carrolls are in police custody. There is no word if Baker is also in custody.

Marcus's Remains Haven't Been Found

The sheriff's office is continuing to look for the remains of Marcus.

More charges are expected, police said. Additional children have been removed from the Carroll family's home.

The search for this boy had turned the eastern suburbs of Cincinnati upside down. People searched for days straight for this boy. His foster mother made tearful pleas to return him. She had claimed he wandered off while she was passed out in a local park due to a medical condition.

He was a developmentally challenged three year old boy. Every time they flashed his picture, complete with a red juice-stained smile, I saw my own two year old son.

To do the same to the foster parents that was done to this boy would be too good for them.

The Foster Care program is a disgrace. The Ricky Williams case in Michigan has already proved that.

The most human thing that they could do is to re-establish the orphanage, like the much-maligned Newt Gingrich suggested. At least that way the child has lots of other kids and many adult eyes upon him or her.

Paying folks to be 'temporary parents' and then trusting in the oversite of a State Agency has proven to be a sad and tragic joke.

I was about to post this, living in the greater Cincinnati area. This just sickens me. I'm glad the prosecutor charged them with manslaughter to hold them until they get enough evidence to charge them with murder one. I have read on another board that the day the mother "claimed" to have lost him due to passing out from a heart related condition, she was tripping on oxycotin. I can't decide if these two should die (would be too quick), or go to prison and make sure that their fellow inmates know why they are in there.

Bubba Wheels, usually you and I are far apart on almost every issue, but I agree with you strongly here. There are many wonderful foster families out there, but it is simply impossible for the government to screen out the druggies and the psychos, or to supervise so many widely dispersed families.

Orphanages would be easier to supervise; they could be staffed by professionals; and I think that the kids would benefit from the stability and companionship provided by other kids.
