If there were a strict time limit (is there?) i think that could help. Otherwise i think the idea of moving on the a 3-way vote in the next round is a pretty reasonable solution.

There is a strict time limit. When you start a poll, you set the time it goes for. I set it to 1 day for each poll. I have no control over the end once the poll is posted (in case anyone thinks I shut it down at a certain point on purpose).
