I know theres a slightly similar thread, but even with that I can't figure out how to send someone to NFLEU or to boost / lose weight.
*exactly* when do i have access to this button?
My season ends. I click 'end season'. FOF now gives me the 'begin staff hiring' / stadium / new team buttons.
I look at my roster and try to use the button, no luck.
After I do the staff hiring, same thing - i keep trying at each stage and before I know it, it's training camp.

For summer league, you need to do it in the phase where you can set ticket prices, right after you finish staff hiring. But remember, it can only be a second year player.

what about for increase / decrease weight?
It's in the phase immediately before training camp.

By the way, the summer league is a bit more mysterious, but the weights thing is in the help file for the player card.

I think this has been mentioned in the suggestions thread, but Jim needs to bring back those emails that explain what can be done during each stage of the game. I've had every version since FOF2, and even I'm having difficulty not skipping things to do. I can't imagine what someone new to the game must think.

Not just the emails, but that warning button when you press to go to the next stage. Like "You will not be able to set ticket prices and franchise player once this button is pressed", but now include the summer league thing too.
I too was having this problem when I was simming through and testing FOF 2007. I wasn't sure when I was supposed to designate a summer player or interview a draftee.
And to satisfy your initial request of the thread:

Eventually, I just clicked on the player cards at every stage and when I noticed the buttons weren't grayed out, that's how I figured it out. But there's got to be a more user-friendly way than that.
