The AI passes on this guy through the first 21 picks. I can't let him slip further and after camp he's 41/87.

I wouldn't take him early, but I think your move at 1 (22) or so is fine. I think he will bust, but he may bust to levels where he is a serviceable player for you...

There's something about the blue bars being all the way to one side that I don't trust. Plus, only 10% developed, no workout, no interview. At 22, I'd take him. But I would be hesitant to take him if I had a high pick.
