Is there another password generated to view the league from a non-team perspective, or are vultures be unable to look at the game file unless someone gives them their team password?

You only get 33 passwords - one for each team and the commissioner password. Outsiders (i.e. vultures) would have to get one of the team passwords to view the files in-game.
