Do you think it's funny because of the Arrested Development reference or just the name itself (which is, of course, the Arrested Development reference)? Or am I missing it completely?

It is probably that I have no idea what Arrested Development is. I think "bob loblaw's law blog" is a hilarious series of syllables.

You should find and watch several episodes Arrested Development then. There are some great scenes involving an attorney named Bob Loblaw.
