Particularly odd for either release. For the Giants, I can only imagine that they had to cut someone and the AI process saw that Williams had no cap hit to absorb with a release. Maybe his injury status with Houston had them valuing him as a scrub...but that's just weird. And a huge cap hit for the Texans.

To me, it's so odd, that it looks like a bug of some sort. I would email Jim and maybe email your save game file.
