How do you use the historical draft features I'm seeing?

I'm not sure I know what you mean. What features? They're the same as the draft features 2006 and on.

How do you use the historical players from say 1970?

Check the links in Skydog's thread. You start with the 1970 player file and import each draft class after that. It's really pretty simple.
