And no, but there's a help file that comes with the game. F1 at any screen.

Well, you need to first remember that the ratings are not absolute. The game uses them as a guideline when you start a new game to create the ratings. There is a file included with the game in the main directory called players.csv. You can edit this with Excel or any other program that can had csv files like CSVed. There is also a player file creator that you will have to use once you've finished and saved the csv file. You will want to use the help file in this program to tell you what each cell's value means.

After saving the csv file you'll need to convert it to an FDT file that the game can use. You do this with that player file creator program I talked about earlier.

Everything else should be pretty self explanatory.
