How small? If it's just yourself, or a handful of people, I can't think of a good reason to use Outlook at all. Go with Thunderbird or something like that. Outlook only really shines if it's being used in conjunction with an Exchange server, and if you're running a small business, you're probably not using that. All its other features are pretty easily found in other freeware applications.
Beyond that, I'm not even sure what the substantive differences are between 03 and 07 (07 looks nicer, but I admittedly haven't dug around under the hood much), so I'd say whichever is cheaper. :)

we are actually running an exchange server. or rather...having one hosted for us.

Go with 07 for the sheer fact that you aren't starting out 5 years behind. Support and integration with products coming out over the next 3 years or so will be guaranteed.

07 has many good features that you can use, and I highly recommend it. For those with slower PC's or less than 1 Gig of RAM, disable the Instant Search function.
