Ive been out of the game for a while, and I've thought about playing again at the very least for fun, if not to make a few bucks.
1. How can I get money in and out these days?
2. What are the best sites still going for American players?

Pokerstars will have the most choices, with the most players, but probably the toughest games.

I wouldn't recommend epassporte. I tried using them and it was a trainwreck. The easiest way to get money out is a check although it may take about 2 weeks to get to you it's much safer than epassporte.
The best and maybe only sites still left are Full Tilt, Pokerstars, Ultimate Bet, and Absolute Poker. Full Tilt is probably your best bet as I think they got a lot of Party Poker's old players plus you can get rakeback there. Pokerstars is another good option as games are always available. The other two are decent, but have less players and terrible customer service. Bodog is still operating as well, but I can't imagine they have much traffic.

Cake Poker is very, very soft, but it doesn't have nearly as many players as PokerStars or Full Tilt. You can get 33% rakeback directly from Cake Poker, and you can probably get rakeback for Full Tilt through an affiliate or something. PokerStars is my favorite site, though.
As for how to get money in and out, the last time I deposited on PokerStars, I just used my debit card. Obviously, that depends on whether your bank allows transactions of that sort. I have no plans to get money out anytime soon, so I don't know what I'd do there.

My debit card has worked 100% of the time on PokerStars...

This still bothers me...we can't even come close to the government remotely trying to control immigration but stopping poker players became a top priority. I don't miss it as much since I got married, but every now and then I wouldn't mind playing one of Party Poker's 5 minute speed tourneys.

Yesterday was the day that the federal government was supposed to put out the new regulations regarding the UIGEA. Nothing came out, so there's actually still not any enforcement available to the government at this point.

I haven't had any problem with ePassporte, other than the long wait for deposits and withdrawls (about a week). But I haven't been playing much at all since starting the new job, so I haven't had a dep/wd in about four months.

I have essentially stopped playing since Neteller pulled out of this market and I have been waiting for the next big solution. I was hoping for US site being able to services this market.
If I start playing again and these restrictions continue or get more powerful, that would frustrate me even more.

I've only deposited once since the legislation. The first time I tried, Full Tilt rejected everything. The second time, they accepted my debit card.

I had no luck, but realized I had a ton of FPP's. I played ina bunch of tourney satellites, and on Pokerstars you can unregister from a tourney and get T$ in return which I used on sit n go's to build up my bankroll.
