What does it mean when an alleged deaf-mute guy has his hand closed in a fist, thumb sticking out and turned to the inside, then rotates it up and down?
I am trying to find something like that online and can't so far. I want to know if I was just told to go screw myself or something....

That is the sign for "Toilet". It's the basic sign for the letter "T", and the shaking or rolling of the fist is the sign that he needs to go to the toilet.
So, depending on the context, either you need to help the gentlemen into the restroom or run like the wind.

The guy was asking for money (Houston truck stop, it's a normal thing and I usually brush guys off). He was pretty messed up looking, handed me something written down which said his wife and kid are deaf-mutes as well and they were robbed of all their SSI money. They needed money for bus tickets to continue their trip to Washington D.C. and at the bottom it was asking for $20-$80. I gave the guy $1. Maybe he meant I was/my $1 was shit.... :D
I figured it couldn't have meant something good. If it's true, I feel bad for the guy. At a truck stop I need to see more evidence though. I don't hand out money at truck stops much, 98% of the time they are regulars even if they do have a story for why they need the money. I have already seen one regular here, and the guy actually got pissed off at me when I called him on it. I saw the guy here just last week, it was kind of funny to me.

I think he was just showing you that he wanted to pull on your crank while simultaneously sticking his thumb in and out of your ass.
Pretty much the only time I give out money on the streets is if they say that they want to buy a pack of smokes or a drink. Otherwise, if they want food I'll ask if they want to go grab something at a restaurant.
