My scout has a "excellent" rating for O-lineman, but a "Fair" rating for young talent. Does this mean when I'm drafting rookie O-lineman I will go by his "fair" rating and not his "excellent" rating, since the lineman are rookies?

I get confused with this, new to this game.

Also, some rookies are labeled "Overrated" with good attributes and "underrated" with so so attributes. Do i disregard the attributes since he was label "overrated" or "underrated"?

There is no concrete answer; other than to say it's a mix of the two. I personally believe the positional rating relates more to reading red/experience bars while the young talent rating relates more to the green/potential bars.

No. There is some scout error. Also, the label is one of being relative to his bars/attributes. In other words, a stud-looking player who is overrated may very well turn out much better than a low bar underrated guy. Welcome to the FOF draft. In drafting, you must take into account all of it; bars, combines, scout impression, percent developed, volatility, etc.
