From what I've seen so far, this happens rarely. However, this might be worth filing away in the knowledge base in case it ever happens in your league. In the WOOF, we have a veteran holdout that has lasted through training camp and the entire preseason. Regular Season Week One will be simmed on Monday, and we were trying to figure out the best way to handle the possibility that the guy might decide to end his holdout, and potentially screw up numbers. Here's the question and response:
The sim week button is when the AI looks at each roster for position
distribution minimums and roster maximums.
You're right that the best plan is to keep 45 active and 7 inactive.

So, there you have it. Make sure to plan accordingly if that scenario comes up.
