Have a question when you interview a draftee and it comes back overrated what is it telling you?
A - that the bars that your scout are showing you are better than what the game thinks the player will be
B - that the scout doesn't think he will perform to the bars
Any Help??

Well, it's closer to #1, but not exactly the way you put it. FOF doesn't have much scout-to-scout variance other than in the interview process. (My scout may see a guy as 45/65, yours as 46/63, another as 44/64, but all will be very similar.) Point being, it's really the bars that the GAME is showing you, not the bars that your scout is showing you. "Overrated" means that your SCOUT thinks that the bars the game is showing you are too high. Your scout may be dead wrong, though. The better his ratings, the better off you are. Check the sticky reference thread above for more info. The game developer answered a Q&A about this fairly recently.
