really looking for a step by step guide and what tools you need to FTP and create forums etc

Don't think there's anything consolidating all the info, most guys use phpbb (http://www.phpbb.com/) for the forums which a lot of web hosts have available through the control panel. Then you just need an uploader which you can find mine on the forums here. For FTP I recommend fireFTP (http://fireftp.mozdev.org/) in Firefox. Other than that, depending on how good you are with web design (there's a free web designer that is a lot like adobe indesign called nvu (http://net2.com/nvu/)), you can make a home page or use one of the wrappers that legendsport uses (check out his league pages, at the bottom is a link to the app he uses on each one) or just make the bb your league's home page.
