SpyBot can't connect

So I downloaded Spybot and Malware to get rid of some virus that I got. However Spybot can't connect to 127.0.0.1 and won't install and Malware when I press the exe doesn't even do anything. What is going on?

Also, it takes a while to boot up now. The computer gets hung up on "Applying personal settings" with the blue screen. Anyone have any ideas on how to help me out on this?

If Malware is actually installed, boot up in safe mode and run it. Also do a virus scan in safe mode. If that doesn't work, you're probably looking at a reformat.
