Inactive & Depth Charts not 'taking'

This is for FOF2007, v6.2... Is there something obvious I'm missing? I've set players to inactive (within the right limits) and changed the depth charts, only to see the CPU reset them before each game. I can't find a way to turn off this behaviour.. Any ideas?

click on Yellow clipboard on top rh side of screen .
This brings up Global Game Options box
Edit Global Game options next
This lets you alter Depth Charts etc
