Help for newbie

I just upgraded from FOF2002 to FOF2007. I'm slowly getting the hang of the new interface but I've encountered a problem. How do I sign free agents once
the season has begun? Support tells me to use the OFFER button but I can't
find it in any of the menus or in the help file. If I turn my scout on he will sign
players during the season but that is not what I want. I want to scout and
sign players that I choose. Obviously, I'm playing in single player mode.
Any help would be greatly appreciated,

Ok, I go to the Transaction Log button and view the available players.
I bring up the player I want to sign and I don't see any button to accomplish
the task.

What stage of the game are you in? Are you in early Free Agency, stage 1? If so, you can't sign players then. In-season, you should be able to sign guys.
