Scout - Young Talent

If I have a scout who has a rating of "Excellent" in the category of "Young Talent", what form does that take in relationship to drafting players?

So for example, he's only "Average" when it comes to Wide Receivers. If I'm evaluating interview results in this area, is there a way to judge how these 2 Scout attributes would apply?
