http://www.filefront.com/15425091/APL.dbc (Please let me know if there's any problems with this one.

I have tested this twice, the first run through a single season, the second time with an overnight quick sim through 2041.

Changes:

64 team, 3 league pyramid setup. Bumped up popularity of competitions and interest in soccer a bit.

APL: 20 teams, 38 game season, Top 3 Plus US Open winner get NACL bids, next four get Super Liga bids, bottom 3 Relegated
American First Division: 20 teams, 38 game season. 2 Auto Promoted, 3rd-6th playoff for promotion, 2 teams Relegated
American Second Division: 24 teams, Split Season (everyone plays everyone once (23 games), and then the league splits into a Top 12 and Bottom 12, who play each other in their division once more for a 34 game season). 2 Teams Promoted

US Cup: 64 team tournament, featuring all three divisions. All teams enter at the first round. Winner gets a NACL berth.

Lamar Hunt Trophy: Played as a curtain-raiser for the new season, features the winners of the APL and the US Cup.

This is version 1.0, and probably will be improved in the future.

Things on my to do list (If you're interested in helping, let me know!)

A) There looks to be a bug with how it handles the Second Division stat keeping. It seems to count the games after the split as "Non-Competitive" (does not change how it turns out, but it was annoying in trying to track league leaders and all that). May just drop the split idea and go with a 46 game season

B)Getting the lower level teams stadiums to allow for them to compete better if they make it to the APL.

C) Possibility: Right now, the game wants to play the US Cup final at a National Stadium. Since there's no National Stadium, it ends up playing them at a random US stadium, which may have a capacity of 1,000 or what have you. Looking into ways around it, I may just have to do it at "Home Team Stadium" just to get a crowd.

Rapidshare is not the great option it used to be. It can be a big pain trying to download stuff during the day.

Unfortunately right now our servers are overloaded and we have no more download slots left for non-members. Of course you can also try again later.
Edit: Couldn't you just zip it up and attach it to the forum?

Filefront is a good option.
