6.3a Singleplayer Hall of Fame / 09 draft Q's

I'm in year 10 of my single player career using the 66-08 roster files and I have yet to see 1 person inducted into the hall of fame. I read the F1 help and the 07 Player Guide but was unable to determine if there are predetermined goals for entry into the singleplayer HoF that some of the players failed to meet because their playing time was cut off when you consider I started in 1983. An example is Dan Fouts who is top 3 in all all-time major passing categories and is 5 years removed from the league. I find it weird because no one has been inducted despite me being 10 years into the game. Any ideas?

Also, does anyone have a 09 draft file? I have 08 and 10 and also would like to know if I can use the default 09 FoF roster to create a faf file.

Hall of famers tend to start coming after about 15 years. Players need to have their hall of fame careers, retire, and then they enter the HOF 5 years after they retire. Yeah.
