What is the purpose of preseason? Does it help young players? Should you mostly rookies?

The purpose of my pre-season is to play my guys just enough so they start the year with no rust and absolutely no more. Other than that I would assume you could get all of the same benefits for playing in a pre-season game as you could in a regular season game as far as development goes.
