Computer guys: Windows explorer is not responding

So I am running Windows 7 and about two weeks go I had to do a restore that apparently went wrong. Since then anytime I right click on things (for example any time I try to run a program as administrator) it just gives me the hour glass and then the error. I'm googled the problem and tried most of the fixes to no avail.

It seems like this was fairly common at one point; did anyone here experience and if so did they have any luck fixing it without a reboot?

Can I piggyback-my Windows 7 keeps restoring to an older point it seems. And today when I click on my user name and put in the password, it won't even open. The other user account seems fine. I'm guessing I need to just redo windows entirely.
