I played a mid level prestige team(70 to 80) in the 4th level setting. I had visits from 30+ top 1000 people and did not get a single one and 18 unraked players rejected me before I got a commitment.
I think the game does not like Florida State, Miami(FL) and Nebraska as I could not get a top 1000 commitment in the fourth level either. I had also 50+ top 1000 players visiting.

I need tips to recruit a single top 1000 player in these situations.

Can you provide a bit more information, like are you paying attention to match score, your acad/dist/pres compatability, and who else is recruiting these guys? How often are you calling or visiting?
Play to your strengths and don't go after unrealistic targets. Watch your rivals and see if they are recruiting multiple players in a position, then go hard after the guy they DON'T get. Don't shotgun a huge number of players, but rather identify a realistic group and then go hard after them. Multiple offers will deter some guys.

Miami, FSU, and Nebraska have poor academic ratings, like in real life. Unfortunately they tend to scare away a lot of the smart kids. The correlation between TCY and real life in terms of academic ratings is quite different. In real life, it would be harder to find a top notch RB who gets a 3.5 with a 1250 on his SAT's. Your more likely to find one with a 2.8 and a 940 on his SAT's

I've been playing a couple of years in the SC8 in my game and I've had some decent luck plucking Top 1000 recruits (I had one my first year and three or four this year). Basically, I've learned that especially at lower programs, it just isn't worth going after "blacks" and "reds" in the early part of the recruiting season, so that narrows the list down to "blues" and "greens", players willing to at least listen to you. Later on, after everybody's made their initial pushes for the recruits they want, begin including "reds" and perhaps "blacks" to expand your recruiting list, concentrating specifically on players who seem to have good numbers (both scouting and stats-wise) but haven't been contacted yet. I've bagged a few "red" recruits that way, including my current starting quarterback who started his freshman year.
One other question comes to mind. Are you following up with further contacts to recruits who have a "Visiting" status? It's somewhat misleading that they say they are "Visiting" for several weeks in a row. You can still contact them even while they have this status.

Went after 95 percent realistic targets and still got the results and i think i will reduce scholarship offers next time at a position and hope for some improvement.
I will look at other teams idolizers from a state(region) for example:
I am Indiana
Looking at QB's(or other one position to recruit(C,P,K,TE,FB)
National Rank-50 idolizes-Notre Dame high acad/athl.
Rank-300 idolizes-Purdue high acad/athl.
Rank-20 idolizes Michigian high acad/athl.
Rank-70-Dist*/Acad high acad/athl.(recruiting chance because even if ND and Purdue offer and visits and if there QB's commit then they will revoke the offer and I stand a good chance)

For low academic rating schools, learn which of the academic majors you are relatively strong in and then search for talent in those majors. Preferably they won't be Acad* guys, since your overall academic score will still be relatively low, but it may help you compete.
Also, target some lesser talent (green guys) with high academics that can boost your ratings without killing you on the field (backups). Kind of an obvious point, but still very pertinent.

tried the tip and still suck bad and I will need to recruit all green players below 40 scout rating. These seems that all i get. The game does not like me.

Recruit high rated fullbacks and change them to RB's and run the Veer offense. That'll get your prestige up a few notches
