What are the statistics a person should be looking for out of a DT in a 4-3?
What's a good tackling percentage and and pass rush percentage for this position?

Not to sound flippant, but "team overall defense rank" is my answer. In FOF (as well as real football,) individual defensive stats are sometimes misleading. It may be that the DT doesn't get a lot of tackles because the guys around him are very good, or it may be because he sucks. With the stats we have in FOF, it's more important to pay attention to ratings and movement of ratings than stats, especially for defensive players.

You'll probably get different answers on that one. AFAIC, though, the quarterback must go down, and he must go down hard. I want every member of my front 7 to be good at pass rushing.

In the tighter leagues (cap reduced and ones with lots of good owners) I tend to look for 1 guy who can do it all, pay him big money and let him dominate. Then I'll look for a rookie or a cheap but good second DT who can stop the run totally. They usually go for a lot cheaper and if you've got good DE's and the other good DT then you can afford the lack of PR if it means you get someone to do the job without having to fight cap problems or 31 other owners

I think Ben makes an exceedingly important point here. Overall stats are more important. A guy can do wonders for your defense without accumulating those stats himself. If you have a lot of stud pass rushers, well, there's still only so many sacks to go around. It's especially easy to get misled on the defensive front.
I've never run a 4-3 myself, but I would say get as many studs in pass rushing as you can, and when you can't, get other guys who can pass rush. Let your LBs and SS be good at run stopping/play diag. "The quarterback must go down." I think this dominates every other consideration you could possibly have, when building a defense.
Besides, you're bound to get some halfway decent run stopping there on the line. A guy with 30 or 40 or whatever.
