It´s actually a "movie" in the same sense as each GOT season is a movie. It´s a book adaption broadcast as a 13 part TV series that was shown as a whole once in a single cinema three decades later.

When I went to Rutgers, I spent a summer on Fresh Kills Landfill doing environmental research. It was hot, smelly, and laden with ticks and other creatures. I would imagine it almost got that name from the reaction of people to being there. But yes, it is on the Arthur Kill, hence the name :)
