Do not attempt to play single player with the multi-player window opened. That window should only be open when involved in a multi-player career. If the multi-player window is open during a single player career, the settings for single player are not used properly.

I haven't looked into it yet so I don't know the exact issue, but it's hard to blame beta testers when they don't have a specific list of items to check.

At some point early in development, I decided to switch the mechanism for making these determinations to separate iterations of the options screen - leaving only the open/new determination to whether the MP window was open.

It seems like I didn't complete that mechanism. So blame me. At least there's a work-around that makes some amount of sense, so there's no pressure for an immediate patch.
