GM eval on roster strength?

I've played 19 seasons and my roster eval at the end of a season has never been higher than 26, and I've had some decent teams, being the top power ranked team twice, and a sweat socks primary team (and 2 alternates). Anyone else?

I don't think I got anything over 20. In general I see the quality of players declining quite a bit after 15 or so seasons
