Algorithm For Determining Player Of The Year

I've just simmed 3 seasons where the player that won the MVP award that year was not named the best player at their position. (They were chosen 2nd league over first). So how exactly is the MVP award determined?

I think the MVP has to have Popularity of 100, or at least near 100, whereas the All-League 1st and 2nd team awards are based on performance only.
